What is the Stipel star system?

The Stipel system is a structure to certify electrical technicians for specific tasks and risks. It focuses on the standards NEN 3140 (low voltage) and NEN 3840 (high voltage). As of Jan. 1, 2025, this system has been renewed.

 

Classification of work areas

Work areas are based on the complexity and stress of the installations:

  1. W*: Basic work on low voltage/low current installations.
  2. W**: More complex low-voltage installations.
  3. W***: Low-voltage and limited high-voltage installations without distribution.
  4. W****: Both low and high voltage installations including distribution.

For now, the exams available from PBNA are mainly administered in W* and W**.

 

Certification profiles

Several certificates are available from PBNA:

  • VP*: For simple low-voltage work.
  • VP**: For more complex low-voltage systems.
  • IVWV (Installation and Work Manager): Administrators who are responsible for safety in addition to working on installations.

New profiles such as VP Low Voltage are being added, while the Sufficiently Educated Person (VOP) profile is disappearing.

 

Exam Structure

The exam consists of a theory and practical test. You must score at least 70% to pass.

 

What will change?

  • Certificates covering only high voltage expire.
  • Changing profile names.
  • New exams focus more on specific practical situations.

 

Already obtained a Stipel certificate?

If you already have a Stipel certificate that is less than 5 years old, you can switch to the new profile without a basic test via recertification. Older certificates require a complete new exam. The VOP profile expires, so you may have to switch to another profile.
